Understanding "United States-Ukraine Charter on Strategic Partnership"

After reading some news about gas transit problems I found this document:

"United States-Ukraine Charter on Strategic Partnership

December 19, 2008"


It has no explanatory dictionary and is a case when words do not clarify content.

Consider, for example, this action from Section III: Economic, Trade and Energy Cooperation, # 2:

"... the parties intend to work closely together on rehabilitating and modernizing the capacity of Ukraine’s gas transit infrastructure ...".

Modernize means:

1. to make modern in style, methods, or equipment;

2. to adopt modern ways or ideas.

Capacity means:

1. the ability to contain, absorb, or hold something;
2. the maximum amount something can contain or absorb;
3. the ability to do something;
4. a position or function;
5. the maximum output of which an industry or factory is capable;

Hold, for example, means - to keep (an object or a person) with or within the hands or arms.

Since the words have many meanings and, as I have mentioned, there is no explanatory dictionary for that public document

"... the parties intend to work closely together on rehabilitating and modernizing the capacity of Ukraine’s gas transit infrastructure ..."

which might mean that the parties intend to work closely together on adopting modern ideas (modernizing) to keep gas with the hands (the capacity) of Ukraine’s gas transit infrastructure.

And this takes place.

It is within possibilities of English language, as I can see. Maybe other understandings/knowledge exist. Text viruses are everywhere.

Who can provide the official explanation of
